Explanation (?):

The uninterruptible power supply service is the default controller for UPS (Uninterruptible Power Supply) battery backup systems. This service is configured through the control panel's power options. It provides the ability to monitor your UPS' power supply as well as set alarms for low battery power and can even be used to shutdown your computer when the battery is running out of power.

Sadly enough though, this service does not provide any technical details that your UPS most likely is willing to give Windows and is not able to respond to various bad power events. For example most UPS will tell the current voltages coming from your house's grid as well as what it is outputted from it, as well as frequency levels, and load amounts. This service is also usually overridden by the software suites installed by most UPS software 'drivers' that are installed such as APC's Powerchute or Belkin's Bulldog, which provide a much large degree of flexability as well as much more information about the service.

On most systems this service should be left on manual, but there is no harm from setting it to disabled. On systems that have no UPS there have been users that experienced automatic "low power" shutdowns because this service has been set to automatic. If you have a UPS you will most likely either not want to use monitoring software for it and should not connect the serial or USB cable from your UPS, or you will want to install a more advanced suite from the UPS' vendor. For these reasons I would recommend just disabling this device to sidestep any issues you may experience from it.
